Housing on Andersen AFB and Naval base Guam are small! Many on AFB arent renovated and have mold issues so if you do decide to go on base be thorough and check that everything works first. If you have small kids the houses are doable but with teens you need more space! I know on Andersen they don't require you to clean your house when you move so you have to wait for their contractors to clean one for you before you can move in which can take awhile as they don't always have funding. base houses are one story duplex or single for higher ranks. No fenced in yards on base either. Lots of houses are empty on Andersen because you can get much bigger houses close to the base and you can make money from your utility allowance if you are careful. Navy has nicer houses as theirs are renovated and some are newer they are still quite small though. NCTS housing is small and similar looking to older two stories on Navy but they are a ghost town as NCTS doesn't have much on base so they choose to live elsewhere. 

Utilities are high off base so try to get split AC if you can or if central air get ceiling fans as they help cool house a lot and are cheaper to run then AC. Our cheapest bill was $225 and that was with us hardly using anything. Turning off the water heater when you don't need it and using oven and dishwasher sparingly help cut costs. We make an extra $400-500 a month from our utility allowance because we are careful with electric.

You get OHA off base which you don't get to pocket landlords here know the OHA limits for the military so they will charge you rent according to your OHA. E1-E9 with no dependents gets $1980-2250/mo and $606.75 utilities. E1-E4 with dependents get $2200/mo and utility allowance is $809 which is split amongst the 1st and 15th pay checks as is the OHA. E5-E9 with dependents get $2450-2500 OHA. If you are mil-mil you get double OHA but it is still use or lose. You get a one time move in Allowance of $482 to help moving expenses. Utilities require a deposit up front to set up service when you move in off base for electric it was $500 water was $50 and trash was $30 for us. Houses off base want two months rent for 1st month and security deposit which is a lot of money to have on hand but the housing office will help you request an OHA advance to cover all moving expenses including deposits. They will automatically deduct from your pay to pay back. Regardless if you move on or off base you have to visit the housing office first on either Andersen or Navy and they will walk you through everything including looking over and approving your lease off base to insure you aren't getting screwed over. 

Paradise Estates Summer Palace Yigo Estates And Perez Acres are popular neighborhoods for families near Andersen AFB. Towns nearest to Andersen AFB are Yigo and Dededo. The first two are for sure gated communities not sure about the other ones. Singles either live on base in barracks or close to Tumon as that is where the bars and shopping is although traffic gets crazy there!

Housing is pretty nice at least in my opinion. Most of the new renovations include ceramic/stone styles which are great for keeping the house cool. On the main base there are several housing communities depending on what your spouse’s rank is. When I lived there there was never a waiting list unless you were a chief but that depends on your PCS date. I would suggest looking at all the houses you can so you can have your preference. If you have children there are playgrounds behind some of the houses in several communities. Also upon arrival let personal property know you are there and that you have an address. In the meantime you can take out a hospitality kit from the FFSC which includes all your kitchen goodies and then some for loan. Also there is a self-help warehouse that is linked with housing. They can loan temp. furniture and microwaves until you receive your personal property. Afterwards self-help can come in handy for mis. household items paint and brushes spackle caulking light bulbs bug traps top soil rope drain plugs picture hangers etc. (free as long as you live in housing) The beauty is…all of this is directly on base!

I enjoyed base housing but if you decide to live off base and receive the allowance…be careful where you move. I have known people who had lovely homes off base but have had them broken into/robbed and it happens more than people know. I personally like the safety of the base especially if your spouse is deployed or out to sea. Plus the utilities can be very expensive (electric). If you go over your utility allowance you are stuck paying out of pocket. Also the BAH given to you is called OHA in Guam. There is a max but you are only given what you need. So say it’s $2000 a month and you find a place for $1500 you only get what the rent really is. If the rent is $2500 then you only get $2000 (the max). You get OHA and a utility allowance which was around $500 in 2009. ----
